PROJECT MANAGER

TO MANAGE THE DEVELOPMENT PHASE OF THE REGENERATION OF HISTORIC BLETCHLEY PARK

1.0 Background to Bletchley Park

The Bletchley Park Trust rescued the unique and internationally important site of Bletchley Park from redevelopment and turned it into a vibrant and popular museum and unique educational resource.
The Trust’s mission is:
‘To preserve for future generations the unique site at Bletchley Park, home of codebreakers in World War 2, the birthplace of working computers and electronic security, to create a world-class heritage and educational centre and to continue the tradition of technological innovation’. 
The Trust has developed a Museum and centre of education, open 363 days a year and in 2008 achieved a record number of visitors at 80,000.  Visitor numbers during the initial months of 2009 have been well above expectations and have exceeded the most optimistic figures within the business plan.


2.0 The Regeneration of Historic Bletchley Park

A major redevelopment and modernisation programme is currently being implemented at Bletchley Park.  Our project is an exciting and long overdue regeneration of historic Bletchley Park to create an improved exciting and innovative museum and centre of education worthy of the site’s unique heritage.  Our project will preserve the unique heritage of this important site whilst improving the layout and accessibility of the site.  Our project will improve life long learning opportunities at Bletchley Park.  Our project will renovate historic buildings currently at risk of collapse.

We will alter and rationalise the layout of the site to improve safety and accessibility, make best use of the buildings and renovate buildings at risk.  We will continue to preserve the unique site and buildings.  We will enhance interpretation and collection management to improve both access and learning to our important and unique heritage.  We will extend and improve our schools provision in a specially designed on-site education centre with exciting new learning programmes.  We will reach a broader audience through an innovative and far reaching community and schools outreach programme.  We will open up the grounds for additional community use, thus encouraging still further involvement with our heritage.

The Trust will fund the regeneration through a bid to the Heritage Lottery Fund and a fundraising programme.

3.0 The Brief

Following a successful Round 1 HLF bid Trustees are now seeking to appoint a Project Manager to manage the day-to-day running of the development phase of the work.  The overall funds allocated to the development phase of the project are £612,692 (including VAT).  This will include all design activity and application processes.  A separate tender process will then run for the implementation phase of the regeneration project should the Round 2 HLF bid be successful.  The overall value of the project is anticipated at £6M.  The purpose of this brief is to set out the roles and responsibilities of a Project Manager within this major heritage project.  The brief has been prepared by the Director of the Bletchley Park Trust, Simon Greenish, in consultation with Trustees. 


The Project Manager will be the first additional role engaged within the project.  The Project Manager will play a key role in the successful development and delivery of the project.  The role will include:

• Tendering, selection and documentation of:
o Architect - Lead Consultant/M/E and Structural.
o Museum Designer.
o Educational Consultant.
o Cost Consultant (QS).
o Historic Research.
o Market Research.
o Ecologist to produce a Biodiversity Assessment.
o Access Consultant.
o CDM Consultant.
o Colour and paint finish specialists.
o Evaluation Consultants.
o Other consultants as required.

Public sector procurement standards will apply.

 

• Development of:
o Complete Project Plan to include implementation phase including organisation and resources and risk management.
o Activity Plan in accordance with HLF Guidance .
o 5 year detailed Business Plan for the regenerated site in partnership with Project Director.
o Transport Plan for the redeveloped site.
o Development and implementation of Project Evaluation Plan.
o Round 2 HLF Heritage Grant Bid in draft for approval by Project Board.

 

• Day-to-Day Project Management:
o Pro-active change control, cost control and management of consultants in accordance with Project Team description.
o Operate a risk management process based on a comprehensive Risk Register to identify, analyse and respond to project risks.
o Pro-active programme management including steps to mitigate slippage and slack.
o Consultation and liaison with Bletchley Park staff.
o Coordination of and attendance at on site briefings and meetings.
o Monitoring and reporting.
o Proactive research where required to progress the project.
o Responding to unexpected issues and coordinating and leading the response of others.
o Liaison with HLF and other funders.
o Liaison with English Heritage and other conservation/museum bodies.
o Collation of and management of project indicators.
o Financial Management including signing off of consultants work and draw down of HLF money.
o Production of reports.
o Communication with stakeholders, funders and potential funders including written, aural and face-to-face communication such as escorted visits
o Secretary for all project meetings

 

• Deliverables

o Programme on time, to quality and to budget.
o Monthly reports to Project Director.
o Progress reports to HLF at agreed intervals.
o Complete Project Plan to include implementation phase.
o Activity Plan in accordance with HLF Guidance.
o Business Plan for the regenerated site in partnership with Project Director.
o Transport Plan for the redeveloped site.
o Development and implementation of Project Evaluation Plan.
o Any other documentation required for Stage 2 HLF application.
o 6 hard copies of high quality and presentation and electronic copies of all documentation will be required.
o Round 2 HLF Heritage Grant Bid, in draft, for approval by Project Board.
 
The Project Manager must ensure compliance at all times with HLF guidance and regulations.

It must be noted that the current tender is for development work only and any contract will only run to the submission of the Round 2 HLF Bid.  An offer at this stage does not in anyway suggest continuing work during the delivery of the project should the Round 2 bid be successful.
 
4.0 Qualities we seek in a Project Manager

The Bletchley Park Trust seeks an experienced project management consultant with significant experience of heritage projects and experience of the HLF.  The successful applicant will require

• A thorough understanding of the ethos, governance and guidance to be followed in a heritage project.
• Experience in working with the HLF and other funders.
• Excellent Communication, leadership and management skills.
• A professional project management qualification + 3 years project management experience or management of a £5M + project.
• High level IT and presentation skills to include Microsoft Project.
• Flexibility and Cooperation.
• A desire to work with a committed team to maximise the chance of success in this important opportunity to safeguard and interpret the vital heritage of Bletchley Park
• A demonstrable understanding of the importance of education and learning in this project.  Coupled with an ability to evaluate and integrate the importance of learning, museum design and restoration into a coherent project plan.


5.0 Programme
The proposed development phase timetable is attached to this brief.  Note that this is indicative only but commencement and completion dates are fixed.

 

6.0 Payment Schedule for Selected Project Manager

Payments will be made following invoicing on a monthly basis.  The payment terms will be 30 days and a retention of 10% of the agreed fee, which will be released at the end of the project on satisfactory delivery of all deliverables.

 

7.0 Working Practices

The successful bidder will be required on site on a significant number of occasions as required by the project.  These will include consultation with local stakeholders, meetings with the project team, consultation with Project Director and the museum team.

Free access to the site, parking and office accommodation with basic connectivity and facilities will be available to the Project Manager for the duration of the development phase. 


8.0 Information needed from bidders for the Project Management Role

The consultant should provide a method statement and fixed price offer in response to this brief including:

• How the process will be managed to achieve project outputs.
• Their professional skills and relevant experience.
• A detailed CV of the individual(s) allocated to the role and the details of the anticipated time allocations by named individuals.
• A fixed fee proposal to include all sub-consultants, disbursements, travel and subsistence and any additional costs.
• Confirmation that the consultant will be available during the project period.
• A resilience plan to ensure deliverables and time scales can be met.
• Confirmation that the consultant holds a minimum of £5M of professional indemnity insurance and employer’s liability insurance that covers site visits and the limit on any single claim.  A cover note will be required on appointment.
• An explanation of the business structure of the firm/individual and a demonstration of ongoing financial viability.
• Evidence that the consultant is entitled to take up paid employment in the UK.
• How will risk and change control be managed.
• Proposed fee schedule.

 

9.0 Selection Criteria

We are not obliged to accept the lowest offer.  Offers will be assessed on the basis of best value against the following criteria.

• Price.
• Relevant project management experience of Company.
• Relevant project management experience of Project Manager.
• Project management approach.
• Risk management proposal.
• Ability to serve the Trust’s best interests.

Salary: £24 000 per annum

Responsible for: Curation and Curatorial Strategy of the Bletchley Park collection
Duration: 18 Month fixed contract with potential to extend subject to grant funding.

The curators post is being recruited as part of the project and will play an integral role in delivering the benefits of improved interpretation, educational value and collection management.

 

Key Responsibilities
• You will be responsible for the management and curation of the collections, which include a WW2 archive.                                                      
• In addition to your overall section responsibilities, which will include volunteer assistants,  you will be directly involved in helping to develop and deliver the project.
• In this capacity, you will be required to research and interpret collections, harnessing your expertise to actively contribute to the interpretation of these collections.
• You will be required to work with the museum designer and the education consultant employed to develop the project.
• Learning is at the heart of Bletchley Park and you will be required to work with the Bletchley Park education team to ensure lifelong learning oportunities will be maximised in all interpretation.
• You will be responsible for leading the museum team towards achieving accreditation, you will need to set up an accreditation strategy and lead colleagues through the process.


The successful candidate will need:
A sound and detail of knowledge of 20th Century History.
Direct experience of working within the museum environment.
Professional knowledge of museum processes and practices.
A degree (or equivalent) in a relevant subject, plus proven relevant work experience; a postgraduate qualification in Museum Studies or equivalent is desirable.
Excellent communication skills and proven research and publication skills.
To be organised, methodical, adept at problem solving, a team worker and a good thinker.
You will have experience in managing staff, volunteers and projects, and will have good ICT skills. A driving licence is desirable.
